Introduction and Background The convergence of telecommunication and computer technologies has enabled networking of people regardless of their geographical and temporal differences. The scope of such computer networks has been expanding exponentially since the first extensive comp uter network, ARPANET, was created in 1968 by the Advanced Research Projects Agency of the U.S. Department of Defense (now DARPA, the Defense Advanced Research Projects Agency). Now its successor, Internet, comprises 1.7 million computers in more than 1 25 countries (Stix, 1993); most of them at universities, government agencies and companies. As such computer networks have expanded beyond the small communities of scientific researchers and been applied in a variety of fields such as education and busin ess, communication through such computer networks is beginning to alter the ways in which people interact with one another in formal and informal ways. 2.1. Computer-Mediated Communication (CMC) The term, computer-mediated communication (CMC) or computer-based communication, encompasses: computer networks, electronic mail, electronic bulletin boards service (BBS), and computer conferencing. CMC has been fairly well studied in educational setting s, as a supplemental to traditional classroom teaching or as a deliverly mode of distance education because of its distinct characteristics which make it different from any other media. Poster (1990) notes that CMC substitutes writing for spoken conversa tions and extends the domain of writing to cover areas of communication that previously were limited to face-to-face interactions, mail, and the telephone. CMC, up to now, is mainly limited to textual communication where most of the social cues are stripped off. People only see text on the computer screen in standardized formats which contains no dynamic personal information such as tones of ones voice or undescrivable facial expressions. Phatic aspects of the face-to-face conversation are minimal in CMC, which sometimes exacerbates communication anxiety when the sender gets no reply (Feenberg, 1989). The advantage of such text-based communication is that it reduces discriminatory communication patterns based on physical and social cues such as gender, race, socio-economic status, physical features, etc. , and enhances the interaction with one another. As a result, CMC destabilizes existing hierarchies in relationships and rehierarchize communications according to criteria that were previously irrelevant (Poster, 1990). The text-based communication also augments the interaction with ideas generated t hrough discussions. In CMC, people tend to focus on the message more than the messenger, and the availability of an archived transcript of the proceedings facilitates review of previous comments and discussion, focusing on important ideas and concepts. Another important aspect of this standardized texual communication is an individuals great control of his/her self image presented to other people. In most cases, the only identity an individual user has is a handle name which may be, and most often is expected to be, fictional. Anonymity is complete and identity is fictionalized in the structure of the communication. Hal ini bisa dilihat dari semakin berkurangnya penduduk di kelompok umur 0-4 dan bertambahnya penduduk di kelompok umur 75+. Jika ketiga piramida dibandingkan, maka dapat dilihat bahwa tiap tahun Fertility dan Mortality menu run. Hal ini bisa diamati pada piramida tahun 2015 yang menggembung dibagian badan piramid. The Coalescent Theory and Evolution One part of the modern synthesis of evolutionary theory involves population biology and, on an even smaller level, population genetics. Since evolution is measured in units within populations and only populations can evolve and not individuals, then population biology and population genetics are intricate parts of the Theory of Evolution through Natural Selection. How the Coalescent Theory Affects the Theory of Evolution When Charles Darwin first published his ideas of evolution and natural selection, the field of Genetics had yet to be discovered. Since tracing alleles and genetics is a very important part of population biology and population genetics, Darwin did not fully cover those ideas in his books. Now, with more technology and knowledge under our belts, we can incorporate more population biology and population genetics into the Theory of Evolution. One way this is done is through the coalescence of alleles. Population biologists look at the gene pool and all available alleles within the population. They then try to trace the origin of these alleles back through time to see where they started. The alleles can be traced back through various lineages on a phylogenetic tree to see where they coalesce or come back together (an alternate way of looking at it is when the alleles branched off from one another). Traits always coalesce at a point called the most recent common ancestor. After the most recent common ancestor, the alleles separated and evolved into new traits and most likely the populations gave rise to new species. The Coalescent Theory, much like Hardy-Weinberg Equilibrium, has a few assumptions that eliminate changes in alleles through chance events. The Coalescent Theory assumes there is no random genetic flow or genetic drift of alleles into or out of the populations, natural selection is not working on the selected population over the given time period, and there is no recombination of alleles to form new or more complex alleles. If this holds true, then the most recent common ancestor can be found for two different lineages of similar species. If any of the above are in play, then there are several obstacles that have to be overcome before the most recent common ancestor can be pinpointed for those species. As technology and understanding of the Coalescent Theory become more readily available, the mathematical model that accompanies it has been tweaked. These changes to the mathematical model allow some of the previously inhibitive and complex issues with population biology and population genetics have been taken care of and all types of populations may then be used and examined using the theory.

Maintaining aviation security is largely dependent on implementing current systems and procedure. This is because, the airport is quite a large space and it is not easy for a few selected persons to control the entire space. As such they need to constantly communicate with one another from one point to the other. The best way to do so is via computers and updating the systems for everyone to see. This way in case of a security breach in one area, all relevant authorities is able to access this information through the system. His parents, Gabriel and Esther Marion, were of French Huguenot descent. The Huguenots were French Protestants who had suffered persecution for their beliefs during the reign of Louis XIV. Following the 1685 revocation of the Edict of Nantes, which forbade the practice of Protestantism, 50,000 Huguenots left France. Marion's grandparents were among them. The usual form is letters. The epistolary form can add greater realism to a story, because it mimics the workings of real life The founder of the epistolary novel in English is said by many to be James Howell (1594–1666) with â€Å"Familiar Letters†, who writes of prison, foreign adventure, and the love of women. There are two theories on the genesis of the epistolary novel. The first claims that the genre originated from novels with inserted letters, in which the portion containing the third person narrative in between the letters was gradually reduced.[1] The other theory claims that the epistolary novel arose from miscellanies of letters and poetry: some of the letters were tied together into a (mostly amorous) plot. The first truly epistolary novel, the Spanish â€Å"Prison of Love† (Cà ¡rcel de amor) (c.1485) by Diego de San Pedro, belongs to a tradition of novels in which a large number of inserted letters already dominated the narrative The epistolary novel as a genre became popular in the 18th century in the works of such authors as Samuel Richardson, with his immensely successful novels Pamela (1740) and Clarissa (1749). In the novel Pamela, the female narrator can be found wielding a pen and scribbling her diary entries under the most dramatic and unlikely of circumstances. Impact of Literature on my Personal Growth Essay

The select readings that the class has discussed this semester have covered a variety of literature that has made an impact on how I now view life and the world around me. The stories of Homer’s Iliad and Odyssey, Virgil’s The Aeneid, Jonathan Kirsch’s God against the Gods and Elaine Pagels’ Origin of Satan have affected my personal beliefs to the extent that I have started to think more critically about certain moral issues in life. Impact of Literature Personal Growth In Homer’s Iliad and Odyssey, I have finally realized several points and issues about fighting for something and protecting it. I also learned how much risks and sacrifices that these characters of Achilles, Hector, and Odysseus can lay down for the sake of keeping what is rightfully theirs. Each character possesses braveness and honor that enable them to become stronger in their pursuits and battles. The role of women is also notable in these epic stories as their status supports the development of the male characters. Rage—Goddess, sing the rage of Peleus’ son Achilles, murderous, doomed, that cost the Achaeans countless losses, hurling down to the House of Death so many sturdy souls, reat fighters’ souls, but made their bodies carrion, feasts for the dogs and birds, (Iliad, lines 1-5) Achilles, a skillful warrior is introduced in the opening of Homer’s The Iliad. He represents a stereotypical masculinity which is often known as bold, daring, brave, and egotistical. I realized that men of Homer’s time are likely to become more established based on the battle skills that they possessed. When he defeated Hector in public in a single battle, he earns further respect from his colleagues and enemies. Odysseus, on the other hand, is just like any other real man who has a defining character of what a leader should be; nobility, courage, intellect, thirst for glory and authority. He has a loving wife Penelope who perfectly fulfills domestic roles back home. Though she has not seen Odysseus in twenty years, she never loses faith that her husband will come back and that they will live happy again. Her faithfulness and loyalty illustrates a perfect representation of a wife who is truly in love and a woman who is dutiful to her husband. Aenas in The Aeneid, is one of the heroes of classical literature. At some point his character can be associated with that of Jesus Christ. To fully grasp and understand the context of their characters as heroes, one must understand their societal and cultural background. A hero should not be aloof and removed to their present reality. They should conform and adjust but should make a difference. Jesus Christ in the Gospel of Mark and Aenas in the poem of Virgil are heroic characters that illustrate acceptance of the workings and providence of the Gods as fate. They both represent the virtue of accepting and performing one’s duty. Though Aenas is a son of the goddess Venus and who receives special providence from the gods, Aenas is still considered mortal while Jesus is both God and man. Aenas is sometimes driven by his unhappiness and emotional impulses to accept his destined path but he chooses obey and follow still. Aenas is for the glory of Rome but Jesus Christ is for the glory of God, the Father. Meanwhile, Kirsch’s God against the Gods made me think twice about the nature of monotheism and polytheism in our country. Kirsch points out in this book that monotheism is the one responsible for the world war problems today. monotheism turned out to inspire a ferocity and even a fanaticism that are mostly absent from polytheism† (Kirsch 2). I support his claim that monotheism is really a problem if this world needs peace. People have different beliefs and to tell the other that his or her belief is wrong is very crucial to a relationship. With the examples that he pointed out in his book about Jews, Muslims and Christians, I realized that these religions are actually just worshipping a god that has common features. I came to a conclusion that religion is not as important to a person’s spirituality as one’s personal relationship with God. No matter what a person’s religion is, it does not really matter as long as people believe in something and they respect other people’s beliefs as well. Pagels’ Origin of Satan made me realize that amidst the promises of stories about love in The New Testament, the power of Satan is present amongst its stories especially in the crucifixion story. I came to a realization that biblical stories tell more than what meets the eye. With an in-depth analysis, it got me into thinking that to be able to fully understand and comprehend what the Bible really has to offer, I have to finish the book and consult scholarly sources. Conclusion  These stories enable me to think and analyze the world around me and its history in a much critical way. History is written in these books and their still manifesting significance in our society today. Personally, as a Christian I still believe in the teachings of Jesus Christ. I eventually conform to the idea of heaven and hell, of the Second Coming, of the body of Sacred Writings but I was restricted to the limits of what my religion teaches me and tells me what to do. However, upon reading these literary works, I realized that as an individual, I must think for myself and conform to the ideas which I think is right as a human being.

Arguments Against Horse Racing Death and injuries are not uncommon occurrences in horse racing, and some animal welfare advocates argue that the sport can be humane if certain changes are made. To animal rights activists, the issue is not the cruelty and danger; its about whether we have a right to use horses for entertainment. The Horse Racing Industry Horse racing is not just a sport, but also an industry and unlike most other sports arenas, horse racetracks, with few exceptions, are directly supported by legal gambling. The form of gambling at horse racetracks is called parimutuel betting, which is explained as: The entire money bet on the event goes into a large pool. The holders of winning tickets divide the total amount of money bet on the race (the pool), after deductions for tax and racetrack expenses. The money take out is similar to the rake taken out by the pot in a poker game played in the card room. However unlike the small rake in poker, in the parimutuel pool this â€Å"rake† can amount to 15 – 25 percent of the total prize pool. In various U.S. states, bills have been considered and sometimes passed either allowing racetracks to have other forms of gambling or protecting racetracks from competition from casinos. As gambling has become more accessible in recent years through new casinos and online gambling websites, racetracks are losing customers. According to a 2010 article in the Star-Ledger in New Jersey: This year, the Meadowlands Racetrack and Monmouth Park will lose upwards of $20 million as fans and bettors have migrated to tracks in New York and Pennsylvania with slot machines and other casino games. Pressure from Atlantic City casinos have prevented the racino model from taking hold here, and the tracks have suffered. Daily attendance at the Meadowlands routinely hit 16,500 in its first year. Last year, the average daily crowd was below 3,000. To counter these losses, racetracks have been lobbying to be allowed to have slot machines or even full-blown casinos. In some cases, the slot machines are owned and operated by the government, with a cut going to the racetrack. One might wonder why a government body would be concerned about supporting racetracks instead of allowing them to perish like other outdated industries. Each racetrack is a multi-million dollar economy, supporting hundreds of jobs including everyone from breeders, jockeys, veterinarians, farmers who grow hay and feed, and blacksmiths who do the horseshoeing. The financial forces behind racetracks are the reason they continue to exist, despite concerns about animal cruelty, gambling addictions, and gambling morality. Animal Rights and Horse Racing The animal rights position is that animals have a right to be free of human use and exploitation, regardless of how well the animals are treated. Breeding, selling, buying and training horses or any animal violates that right. Cruelty, slaughter and accidental deaths and injuries are additional reasons to oppose horse racing. As an animal rights organization, PETA recognizes that certain precautions can reduce deaths and injuries, but categorically opposes horse racing. Animal Welfare and Horse Racing The animal welfare position is that there is nothing wrong with horse racing per se, but more should be done to protect the horses. The Humane Society of the United States does not oppose all horse racing but opposes certain cruel or dangerous practices. Cruel and Dangerous Horse Racing Practices According to PETA, One study on injuries at racetracks concluded that one horse in every 22 races suffered an injury that prevented him or her from finishing a race, while another estimated that 3 thoroughbreds die every day in North America because of catastrophic injuries during races. Pushing a horse to his physical limits and forcing him to run around a racetrack is enough to cause accidents and injuries, but other practices make the sport particularly cruel and dangerous. Horses are sometimes raced when they are under three years old and their bones are not strong enough, leading to fractures that can lead to euthanasia. Horses are also drugged to help them compete with injuries, or given prohibited performance-enhancing drugs. Jockeys often whip the horses as they approach the finish line for an extra burst of speed. Racetracks made of hard, packed dirt are more dangerous than those with grass. Perhaps the worst abuse is one that is hidden from the public: horse slaughter. As a 2004 article in the Orlando Sentinel explains: To some, horses are a pet; to others, a living piece of farm equipment. To the horse-racing industry, though, the thoroughbred is a lottery ticket. The racing industry breeds thousands of losing tickets while looking for its next champion. Just as farmers cannot afford to care for spent egg-laying hens when they get old, racehorse owners are not in the business of feeding and keeping losing horses. Even winning horses are not spared from the slaughterhouse: Decorated racers like Ferdinand, a Kentucky Derby winner, and Exceller, who won more than $1 million in purse money, were retired to stud. But after they failed to produce champion offspring, they were slaughtered. While there are rescue groups and sanctuaries for retired racehorses, there are not enough. Horse breeders argue that horse slaughter is a necessary evil, but it wouldnt be necessary if the breeders stopped breeding. From an animal rights perspective, money, jobs, and tradition are powerful forces keeping the horse racing industry alive, but they cannot justify the exploitation and suffering of the horses. And while animal advocates make the ethical arguments against horse racing, this dying sport may pass away on its own.

You are certainly going to have a lot of trouble if you do not have computer skills under your belt, which is why you most definitely should make sure that you take some sort of class or go to some type of seminar where you can learn the essential computer basics, and you will immediately notice the benefits that you will reap from doing so. In the 21st century, a large majority of work and communication is done using computers, and especially in regards to the Internet, which, if you learn how to use properly, will allow you to go places that you never thought possible. For instance, there are so many different types of jobs and working opportunities that you can find on the Internet, and for the most part, these will be options that you would not have otherwise had, without the use of the Internet. Milo Yiannopoulos and Freedom of Speech On the first of February, Milo Yiannopoulos was supposed to be giving a planned speech at the University of California. This speech was cancelled, due to the protesters setting fires, throwing objects, and becoming violent. Milo is known for his extreme expression of his views, stating that feminism is a cancer, and also uses racially backed up language. Many are debating whether the cancellation was the right thing to do or not, considering our country is protesting freedom of speech right now, and that is exactly what they revoked from Milo. Like I said before, people are really debating whether cancelling his speech was the right thing to do or not. Although he is a very extreme person, he should have gotten the chance to express his opinion at the campus. He has had past offenses, like when he was banned from twitter for harassing Leslie Jones. He doesnt have a good track record, and his voice of opinion can get very hostile at times. Although he hasnt had a good track record for his actions, I dont believe that the actions by the college were ethical. Milo was not trying to make them believe him, or even tell them thats the way it was. Milo was simply just going to talk about his speech and then leave, but the college did not want to accept that, and got violent. I have said this before, but yes, Milos rights to free speech are indeed being violated. He has expressed his voice a little too freely in the past, but at that college all he was going to do was talk. He has been called a racist before, and a lot of people dont accept his views. That being said, he is a citizen just like all of us, and for him to be denied of a speech by a violent and vicious crowd is absurd. He should have been able to present his speech, and if people didnt like it, then they shouldnt have been there to listen to him give it. Trump had sent a tweet about the incident and basically stated that Milos freedom of speech was being violated. No matter what Milo did in the past or has been doing, he still has the right to a freedom of speech and that shouldnt be revoked because of an angry crowd. I do believe a school or business should be allowed to say who can present or give a speech at their business or campus. It was their choice to let Milo present himself there, and the school should take responsibility for what had happened at the protest. It had said that there were rocks being thrown at the police, windows being smashed, and fire being lit; all resulting in damage of $100,000. Milo was welcomed at that campus, and had no control of the type of people or happenings that would begin there. It was the campus responsibility to control the crowd, in which didnt happen; Milos speech just got cancelled which wasnt fair because it wasnt his fault. People didnt like what he had to say, but the protesters there was completely unnecessary, especially to have broken down the police barricades. If people didnt like Milo or what he was going to say; which they actually had no idea what his topic of speech would be about; they didnt have to show themselves at least not in that man ner. In conclusion, I think that Milo Yiannopoulos was extremely revoked of his freedom of speech. He wasnt doing anything wrong in my opinion, and what the college kids at the campus did was wrong in my eyes. It wasnt fair that he didnt even get to present his speech; and even though a lot of people strongly disagree with his viewpoints on touchy subjects, he should have had the chance to at least present his speech. In my opinion, I do not like the type of person that Milo is showing to everyone. He has been very disrespectful and people do have the right to freedom of expression; which is in the Universal Declaration of Human Rights, BUT they didnt have to take it as extreme as they did. Doing this report has just made me realize that there are a lot of horrible people in the world, and not everyone can be happy. The people at the campus were mostly protesters, and I agree that they do have the right to be upset at Milo. That being said, everyone has the right to freedom of speech, eve n the worst of people. Milo Yiannopoulos did state that he would be coming back to the campus, but he should have had the right to present his speech at that campus on the day he wanted; in my opinion.

SUGGESTIONS FOR INTERNET USE Use gender-neutral screen names and user identification names as an easy way to avoid unwanted interactions. For example, use your user id that Penn State assigns to you. Mine is aes215, which, as you can see, does not indicate whether aes is male or female. This allows you to complete work undistracted by messages and information unrelated to your sex. Don’t use, hotchick85 for a user id. This apparently attracts unwanted advances from the opposite sex. Display only necessary information on online profiles that can be seen by the public. For example, use only a first initial with your last name. Don’t have your telephone number and address readily available to anyone who can view your profile. This is asking for advances from men who are searching for that specific criterion. Take some courses, either privately or from Penn State, to expand your knowledge of how the Internet works. If you are unfamiliar with the way Penn State’s network operates, ask for help to learn the basics. After you learn the basics everything else will come much easier to you. It will take some work, but you will know how to navigate the necessary applications that all Penn State students must use at one point or another. Try to limit your time on the Internet and computer as well, especially when you are first learning how to navigate the programs. Take frequent breaks to stand up and walk around. Stretch and get a drink of water. The longer you sit in front of a computer screen the easier it is to become frustrated. Your eyes become tired and your body will become sore. As time consuming as it may seem, taking ten minute breaks every so often during your Internet use will actually allow you to get your project done faster. These breaks will prevent boredom and frustration in the long run.

Educational Memories Essay

I first came into Wakefield City High School on September 1994. I had to go to the hall for an assembly. I was nervous I didn’t know anyone. There was no one else from my old school just me. I was sat down feeling nervous in the assembly just then the head of lower school called out my name. They decided which tutor group I should go to Mrs Ellis’s classroom. I made a few friends in my class Tariq, Ajmal, Safdar and Zulfiqar. At first we all used to have the same timetable and I would ask them which lessons we would have next and which room the lesson would be held. But then gradually we were put into different groups meaning different timetable. Most of the teachers didn’t like us. In maths we would look in the back of textbooks for answers that would be in are maths work. In science we made a mess of all the experiments. I broke three beakers and two test tubes, once I squirted hydrochloric acid at the black board the mark is still there. My music teacher liked me because I was good at the essays and minor music tests. I scored a high mark in the music exam but I was awful at playing music. I blew up the keyboard adapter. We would throw water balloons at everyone in the winter and set of bangers at bonfire week. In food technology the teacher hated are cooking we never cleaned up after we had finished. In art we used to draw pictures on are art folders even though she told us not to draw on them. We would draw a picture of a liver floating in a swimming pool and write next to it Liver+pool FC. My art teacher was Austrian and she would were these big black German boots and walk very disciplined like a solider. I thought she was related Adolph Hitler. In D+T resistant materials we had a teacher called Mr Taylor. Mr Taylor was tall and was a very moody person. When he was drunk he was alright. But when he was sober he was on a short fuse. He would never repeat himself. If anyone in the class asked, â€Å"sir what was the question I didn’t understand it sir† he would start shouting and tell you to just do your work. He was tall skinny and atleast 30 years old. He would wear a white shirt with black pants. His hair had a lot of gel on it and his sideburns were completely shaved of. He always thought he was cool so he always brushed the side of his hair back. He never use to send students to isolation but he sent me because I was outside the school uniform by wearing white trainers. Whenever he explained to the whole class the work, what we had to do. I always fell asleep. So I always washed my face before entering the classroom. If you did anything wrong he would give dirty look and make you look like an idiot as though you are stupid and not clever. In the last two years all the teachers started getting on with me. I started doing well in my science and D+T. I got a high score in my science modular tests and I was predicted a c in my final G. C. S. E exam. In D+T I got a c for my coursework in G. C. S. E project Table. In my final two years at school Mr Taylor would not talk about work in D+T because we know what we had to do finish the design work. Instead Mr Taylor what talk about general interests and all kinds of things that he heard on the news saw in the papers or saw on TV. Most of al this talk was irrelevant but it was just to keep us company while we were working in the workshop and in the classroom. He would even put the radio on in the workshop and we would often have debates. He would view us as engineers including himself, which he was and he viewed the common man as underpaid labourers. He told us about his last job that he would operate a machine. He would just set the material on the machine and program the machine, then he would let the labourer do all the moving and lifting basically the heavy work. He said all this with confidence thinking non-of us would become a labourer, he thought we would all do well with his help D+T. He developed a relationship, which went from student and teacher to colleagues, and everyone knew what to do. We developed confidence in the workshop. I would use the sander and go into the store cupboard looking for whatever I needed to assemble the project. I would use all the machines, tools and equipment in my surrounding. Effectiveness of a Country’s Educational Provision Essay

Introduction In the last quarter of the twentieth century, an increasing consensus developed concerning the link between economic prosperity and effectiveness of a country’s educational provision. As globalization gathered pace dramatically in the 1980’s and 199’s, this link became more overt as the comparison and competitiveness between nations inevitably increases. At the heart of the argument for the link, is the need for an educational workforce, without which a country’s economy will not keep pace.1 In the World Conference on Education For All, which assembled Jomtien, Thailand, it was recognized that the current provision of education seriously deficient and that it must be made relevant, qualitatively improve and made universally available to enable every person, child, and adult to meet the basic learning needs. More important is the training and development of human resources of teachers who are the frontiers of our educative pursuit. American may continue to lead the word of science and technology but its record of educating its citizens in those subjects is fairly dismal. An NSF panel has spent 128 months examining the state of Science, Mathematics,  Engineering and Technology (SME) and at the undergraduate level and reviewing hundreds of comments from academic. The overwhelming consensus is that most of the SME courses acts as filters. They screen out all but the promising students- those embarking on __________________ careers, leaving majority of the graduates with litters understanding of how science works. This worries the policy makers because many disgruntled students become teachers with little enthusiasm for the subject perpetuating a cycle of scientific and technological.4 Ana Marie Pamintuan, in her column entitled â€Å"Sketches†, in the December 12, 2000 issue of the Philippines Start stated: â€Å"In a season of bad news, there was one item I found particularly depressing. Filipino first year high school students ranked 36th among 38 countries in the Third International Mathematics and Science Studies (TIMSS). According to result, in the latest TIMSS, Japan ran fifth in Mathematics and fourth in Science. It can be expected that many people will really blame the education system for the Filipino students’ dismal performance. Although the schools along with the curriculum, teacher, supervisor, administrators and other elements that comprise the input components of the school as a social system, should take part of the blame. 5 __________________ 4 National Science Foundation, 1999). 5 Aquino, G. Effective Teaching. EDCOM reports that teacher is poorly trained. Many teachers at all levels do not have the optimum qualification for teaching. The proportion of high school teachers of science and mathematics, for example, do not have even  the minimal preparation for the teaching ranges from 54.6 percent to 5 percent. IN the 1991 DOST test given to both teachers and students in first year of the Second Education Program (SEDP), the total mean percentage score (54.08) of the first year high school teachers was only 8.79 points higher than those of the students (42.29). This deplorable performance can be traced to poor teacher training and the low quality of students enrolled in the teacher training.6 To further upgrade the standard of science education in the Philippines, the Department of science and Technology (DOST), University of the Philippines Science and Mathematics Education (UP-SMED) now National Institute for Science and Mathematics Education (NISMED), the Department of Education (DepEd) and the Japan International Cooperation Agency (JICA) have launched a joint project, the purpose of which is to __________________ 6 (EDOM: 1995). develop human resources which would ultimately enhance and upgrade the capabilities of science and mathematics teachers. The core program was the development of thinking skills through practical work and laboratory experiment.7 These are challenging times for the country’s educational system Cooperative efforts at all levels of instruction are directed towards common goal to improve the quality of education. Much more evident are such efforts aimed at reform in Science Education. Varied approaches and techniques have been pioneered to make classroom filled with fruitful investigations to uncover new and useful informations. A great variety of instructional materials and facts intended for daily classroom instruction have been assembled utilizing the indigenous resources of the community. Innovative procedures of presenting learning tasks have been tried to make every teaching-learning situation, encounter more exciting and hallenging.8 Of the 50 schools tested, ___________________  it was revealed what students from 20 schools did not master the topic taught, 27 schools nearing mastery, and only 1 school reported mastery level.9 The low performance of students in science also became the justification for the formulation and launching of the Science and Technology Education Plan (STEP) with Project RISE (Rescue Initiative for Science Education) as one of its project under the manpower development component. One of the major problems cited in the Accomplishment Report prepared by STEP stated, â€Å"every little was done about following up the trainees on in their use of their acquired skills.10  The problem reported b the STEP, prompted the researcher, being one of the trainors of the program, Project RISE, at the Regional Science and Teaching Center (RSTC-UEP) to assess the accomplishment of Project RISE, as to whether it achieved the goal and objectives set for – the training of science teachers to ___________________ improve their teaching competencies and raise the performance levels of the students in General Science. Statement of the Problem This study will try to assess the effectiveness of Project RISE in the Secondary Schools in the Division of Northern Samar, using the DOST-SET Monitoring and Evaluation Forms from its implantation in 1998. Specifically, this study will try to answer at the following questions. 1. What is the extent of accomplishment of Project RISE in terms of: 1. Objective of the program 2. Course content 3. Participants’ profile 4. Trainers profile 2. What is the status of the processing variables such as the following: 1. Teachers 1. Attitude towards teaching General Science 2. What is the status of Project RISE on the following: 1. Teaching competencies of the teacher-participants as observed and evaluated by the principal. 2. Teacher’s perception on how the training improved their competencies. 3. Student’s performance in General Science/ Theoretical Framework The framework for the evaluation of Project RISE in the Division of Northern Samar particularly in General Science, will make use of the system theory propounded by Millilin. System theory engages a process of examining a school system or educational system (for a program or project), not by piecemeal approach where every element of the system stand independent of the others, but as an organic group of elements, as a system with interaction subsystems inside the school system (social, economic, cultural, political and technological), a system that contributes to society through its outputs the same society from which the school received its inputs, and  layer on as a system that receive feedbacks from the society as to the defined â€Å"value added† through outputs.11 Moreover, that the system theory gives a holistic view of advocating its internal efficiency as well as its external productivity: it calls for an interdisciplinary approach which mean that I considers how all the various system are interrelated, and it is a _________________  self-connective approach because it considers and profits from feedbacks received from its environs.12 The appraisal process using the system theory is hinged on the input, throughput and output concepts. The input includes the setting of verifiable objectives that become standards: the throughputs refers to the actually performance of the organization that is being evaluated; the outputs include the measuring of performance against standards such as the formal type of comprehensive review. A build in feedback mechanism pinpoint the flaws or errors in program implementation. Then corrective actions for undesirable deviation from standards are formulated. A built-in-feedback mechanism is the place to  derived information for project revision or improvement. Following the evaluation process, the inputs of Project RISE in Region VIII in general and in the Division of Northern Samar in particular are the objective of the program, course content, participants, trainers, and training ___________________  procedures. The actual performance in the implementation of Project RISE will be expresses in terms the throughout or processes. These consists of the teachers’ attitude towards teaching General Science, the General Science content knowledge and skills, classroom management, time management, appropriateness of teaching strategies, skills in the utilization of instructional materials, and skills in maintaining classroom discussions and skill in motivating. It will also include the teachers’ teaching competencies in teaching General Science as perceived by the principles, the teachers’ own perceptions on how the Project RISE training improved the competencies as observes by their principles and the students’ performance in General science as measured by a test in General Science.
